When Justin Fulcher arrived in Southeast Asia at nineteen, the problem that would define his career was already visible. People across the region had smartphones. They had internet connections. What they lacked was any meaningful path to healthcare. Fulcher had grown up in Charleston, South Carolina, learned to code at seven, and started his first business at thirteen. He left Clemson University after a year, convinced that the problems worth working on required moving faster than any university schedule allowed. Building Across the Region
RingMD, the telehealth platform Fulcher co-founded in Singapore in 2013, was built to match the way healthcare actually needed to work in those markets. Patients could input symptoms, choose how they wanted to connect with a provider, and receive a filtered list of options based on location, price, ratings, and insurance coverage. Provider profiles included biographies and dynamic pricing. The platform also partnered with PROVision Partners International to extend telehealth access to travelers through the hotel and cruise industries at costs as low as two dollars per traveler per night, applying the same access logic to a new population of users.
Justin Fulcher’s Pandemic Response
After selling RingMD in 2018 and managing a transition that moved the company’s headquarters to Boston, Fulcher watched the US relaunch unfold through 2019 with a tightened focus on institutional clients. When COVID-19 arrived in early 2020, Justin Fulcher made the white-labeled version of the platform available at no charge to any healthcare provider globally. The platform’s compliance credentials FedRAMP Moderate, FISMA, HIPAA positioned it for government clients including the US Indian Health Service, reaching approximately 2.6 million American-Indian and Alaska Native patients in 37 states before Fulcher stepped back from the company in January 2025.
