Haroldo Jacobovicz

After decades working across multiple sectors of the technology industry, Brazilian entrepreneur Haroldo Jacobovicz established Arlequim Technologies in 2021. The company represents his return to building a new venture following his earlier work in software development, hardware services, and telecommunications.

A Career Spanning Multiple Decades

Haroldo Jacobovicz trained as a civil engineer at the Federal University of Paraná but shifted his focus toward information technology during the 1980s. His professional background includes positions at Esso, where he worked as a market analyst handling computer-processed data, and at the Itaipu Hydroelectric Plant, where he served as an advisor to the Technical Director. These corporate roles exposed him to how both private and public sector organisations approached computerisation.

His entrepreneurial activities began with Minauro, a computer rental and maintenance company targeting public agencies. This led to the formation of the e-Governe Group, which incorporated tax, financial, administrative, health, and education management software through several acquisitions. He later founded Horizons Telecom in 2010, a telecommunications operator focused on corporate clients.

The Arlequim Concept

Arlequim Technologies emerged from the concept of providing computing performance improvements without requiring customers to purchase entirely new hardware. The company offers cloud virtualisation services designed to enhance the capabilities of older or limited equipment. This approach targets businesses, public sector organisations, and individual consumers, with particular attention to the gaming market.

The service model allows users to access improved computing power through remote infrastructure rather than investing in physical upgrades. For gamers specifically, this means the potential to run demanding applications on equipment that would otherwise be unable to handle such workloads. This application of gamification principles to technology access represents one pathway the company uses to reach retail consumers.

Business Philosophy and Digital Access

Haroldo Jacobovicz has spoken about his interest in making technology more accessible across different economic segments. His stated objective with Arlequim centres on delivering computing capabilities to a broader population at reduced cost points. The company positions its services as a way to extend the useful life of existing devices while providing access to current software requirements.

This focus on accessibility connects to wider discussions about digital inclusion in Brazil, where equipment costs can present barriers to technology adoption. The virtualisation model offers an alternative to the traditional cycle of hardware obsolescence and replacement that characterises much of the consumer electronics market.

Current Operations

Arlequim Technologies continues to operate across its three target markets: corporate clients seeking to optimise their existing IT infrastructure, public sector entities with budget constraints on hardware procurement, and retail consumers including gaming enthusiasts. The company applies cloud-based solutions to address computing limitations regardless of the end user’s sector or specific requirements.
